Introduction
The creation of a rectorate at the Ministry of National Education in our country meets a dual objective in the face of the evolution of the Comorian education system:
- coordinate, apply and monitor government directives in education, higher education and research
- improve the performance and quality of management of our education system and introduce new reforms responding to the concerns of the Comorian population.
The new institution will initially focus its efforts on:
- The cleaning up of the national education personnel file, integrating the updating of the school map and the establishment of educational structures.
- The reorganization of the national general inspectorate so as to improve institutional dialogue and strengthen the operating procedures of the institution, from the inspector general, deputy rector in charge of coordinating inspections to the educational inspectorates of the autonomous islands and vice versa.
- The finalization of new legislative and regulatory texts for higher education at the University of the Comoros and research in order to consolidate this sector.
- Reflection on and support for the implementation of new reforms to improve the governance and transparency of the system.
- The establishment of a quality assurance system integrating both national examinations and private training offers.
- The establishment of rectorate services at the national level and vice rectorates in the autonomous islands.
- Support for the establishment of professionalizing L and M sectors.
The new institution has to deal with very low yields due to the shortcomings and multiple ills that plague the educational system of our country. It is in this general context, marked by very low yields, insufficient management, transparency and of communication on the one hand and on the other hand a deep desire to reform the education system from primary to higher education, which is part of the establishment of the new institution
This set of challenges constitutes such an ambitious but essential project to improve the quality of the education system and its performance.
On the administrative and pedagogical level, the rector is appointed by decree of the President of the Union of the Comoros taken in the Council of Ministers on the proposal of the Minister of National Education and reports to the Minister. He is chosen from among research professors and general inspectors. Its missions are defined in Decree No. 10-027/PR of April 12, 2010 establishing the rectorate.
The vice-rectors will be chosen from the body of inspectors and appointed by consensus by joint order of the Minister of National Education and the commissioner in charge of education of each autonomous island. Previously, an additional decree must create the vice rectorates and define the missions of these new institutions.
Although the body of pedagogical inspectors is under the administrative supervision of the commissioners of the autonomous islands, it must come under the Union of the Comoros, which is the sole holder and guarantor of the national pedagogical standard.
